C.I.A. Using DNA Data Bases to Track Human Hybrids

Recently the C.I.A. Has been accused of using DNA data base centers to track those that are Human / Extra Terrestrial Hybrids . Two of the data bases they have been accused of using are Ancestry. com and 23 and Me . These two Genealogy companies give people information about their genetics in their family heritage, ethnicity and nationality. People often use them to locate relatives and family members as well as showing any potential health issues they may be prone to based upon family history . If the C.I.A.is using them to locate human hybrids then to what ends ? Is it for experimental reasons? Is it a form of racial profiling? Shouldn’t they already have DNA from shots given at a certain time period ? What about  legalities ?
