Gaddafi and the Great Man Made River Project that kept out the IMF and World Bank

Gaddafi’s reign from 1969 gave rise to a huge change in Libya socioeconomic status .  One if many changes was the Great Man Made River project which really united his fellow countryman . This kept the world bank and IMF  out of the loop . Was this what have made him a target ? What is the state of Libya now after he died In 2011 ? What other contributions had he made to his country
